Marshalls Civils & Drainage has secured a position on Severn Trent Water's £6 million precast concrete storm tank framework under the AMP8 investment programme, appointed as one of four preferred partners to supply large-scale storm tank panel systems, with its Pollington, Yorkshire facility selected as the primary manufacturing site; Marshalls has also been appointed to Severn Trent's wider precast supply framework.

Marshalls plc (LSE: MSLH) is an Elland, West Yorkshire-based manufacturer of sustainable solutions for the built environment. For FY2025, Marshalls reported group revenue of £632.1 million, up 2%, with adjusted operating profit down 15% to £56.4 million as subdued landscaping products demand weighed on margins.

The Water Management division, which sits within Building Products and includes Civils & Drainage, delivered profitable revenue growth in H1 2025 driven by a shift toward commercial and infrastructure water management markets. Severn Trent is a regulated water and sewerage company serving 4.6 million customers across the Midlands and Wales, committed to £3.6 billion of capital investment under AMP8.

The structural driver is Ofwat's AMP8 regulatory cycle unlocking the UK's largest-ever regulated water capital programme. Severn Trent's AMP8 commitment targets stormwater overflows, network resilience and wastewater treatment capacity upgrades — all requiring precast concrete storm tank infrastructure as a primary containment solution.

The three-stage framework procurement process Marshalls navigated — pre-qualification, detailed design development and on-site manufacturing audit at Pollington — is the structured route through which water utilities de-risk supplier relationships at the start of a five-year capital programme.

The sustainability component of the submission is commercially significant beyond its ESG framing. AMP8 framework evaluations score carbon performance explicitly, and Marshalls' concrete mix optimisation, environmental product declaration activity and logistics routing from Pollington to minimise road miles formed part of the scored technical submission. Integrating sustainability into product and logistics design is now a procurement threshold, not a differentiator.

For the sector, the Marshalls appointment confirms that building products manufacturers with precast concrete capability and a full-service technical design offer are now competing effectively for direct water utility framework positions, a distribution channel expansion that reduces dependence on contractor intermediaries and captures margin directly from AMP8 programme budgets.
